Colloquis, previously known as ActiveBuddy and Conversagent, was a company that created conversation-based interactive agents originally distributed via instant messaging platforms. The company had offices in New York, New York, and Sunnyvale, California. == History == Founded in 2000, the company was the brainchild of Robert Hoffer, Timothy Kay, and Peter Levitan. The idea for interactive agents (also known as Internet bots) came from the team's vision to add functionality to increasingly popular instant messaging services. The original implementation took shape as a word-based adventure game but quickly grew to include a wide range of database applications, including access to news, weather, stock information, movie times, Yellow Pages listings, and detailed sports data, as well as a variety of tools (calculators, translator, etc.). These various applications were bundled into one entity and launched as SmarterChild in 2001. SmarterChild acted as a showcase for the quick data access and possibilities for fun conversation that the company planned to turn into customized, niche-specific products. The rapid success of SmarterChild led to targeted promotional products for Radiohead, Austin Powers, The Sporting News, and others. ActiveBuddy sought to strengthen its hold on the interactive agent market for the future by filing for, and receiving, a controversial patent on their creation in 2002. The company also released the BuddyScript SDK, a free developer kit that allow programmers to design and launch their own interactive agents using ActiveBuddy's proprietary scripting language, in 2002. Ultimately, however, the decline in ad spending in 2001 and 2002 led to a shift in corporate strategy towards business focused Automated Service Agents, building products for clients including Cingular, Comcast and Cox Communications. The company subsequently changed its name from ActiveBuddy to Conversagent in 2003, and then again to Colloquis in 2006. Colloquis was purchased by Microsoft in October 2006.
TikTok
TikTok is a social media and short-form online video platform. It hosts user-submitted videos, which range in duration from three seconds to 60 minutes. It can be accessed through a mobile app or through its website. Since its launch, TikTok has become one of the world's most popular social media platforms, using recommendation algorithms to connect content creators and influencers with new audiences. In April 2020, TikTok surpassed two billion mobile downloads worldwide. The popularity of TikTok has allowed viral trends in food, fashion, and music to take off and increase the platform's cultural impact worldwide. TikTok has come under scrutiny due to data privacy violations, mental health concerns, misinformation, offensive content, addictive algorithm, its role during the Gaza war, and, following its 2026 divestiture in the U.S., alleged censorship of criticism of Donald Trump and discussions of Jeffrey Epstein. While TikTok remains accessible to users in most countries, a minority of countries (including India and Afghanistan) have implemented full or partial bans. Many other countries limit TikTok's use on government-issued devices for security or privacy reasons. == Corporate structure == TikTok Ltd was incorporated in the Cayman Islands in the Caribbean and is based in both Singapore and Los Angeles. It owns entities which are based respectively in Australia (which also runs the New Zealand business), United Kingdom (also owns subsidiaries in the European Union), and Singapore (owns operations in Southeast Asia and India). A spin-off company, TikTok USDS Joint Venture LLC was formed on 22 January 2026 to handle TikTok and other ByteDance properties in the United States, Oracle Corporation, MGX Fund Management Limited, Silver Lake each holding a 15% stake, ByteDance holds a 19.9% stake and the remaining 35.1% is shared between Dell Technologies founder Michael Dell and Vastmere Strategic Investments. Its parent company, Beijing-based ByteDance, is owned by founders and Chinese investors, other global investors, and employees. One of ByteDance's main domestic subsidiaries is owned by Chinese state funds and entities through a 1% golden share. Employees have reported that multiple overlaps exist between TikTok and ByteDance in terms of personnel management and product development. TikTok says that since 2020, its US-based CEO is responsible for making important decisions, and has downplayed its China connection. == History == === Douyin === Douyin (Chinese: 抖音; pinyin: Dǒuyīn; lit. 'Shaking Sound') was launched on 20 September 2016, by ByteDance, originally under the name A.me, before changing its name to Douyin in December 2016. Douyin was developed in nearly 7 months and within a year had 100 million users, with more than one billion videos viewed every day. While TikTok and Douyin share a similar user interface, the platforms operate separately. Douyin includes an in-video search feature that can search by people's faces for more videos of them, along with other features such as buying, booking hotels, and making geo-tagged reviews. === TikTok === ByteDance planned on Douyin expanding overseas. The founder of ByteDance, Zhang Yiming, stated that "China is home to only one-fifth of Internet users globally. If we don't expand on a global scale, we are bound to lose to peers eyeing the four-fifths. So, going global is a must." ByteDance created TikTok as an overseas version of Douyin. TikTok was launched in the international market in September 2017. On 9 November 2017, ByteDance spent nearly $1 billion to purchase Musical.ly, a startup headquartered in Shanghai with an overseas office in Santa Monica, California. Musical.ly was a social media video platform that allowed users to create short lip-sync and comedy videos, initially released in August 2014. TikTok merged with Musical.ly on 2 August 2018 with existing accounts and data consolidated into one app, keeping the title TikTok. On 23 January 2018, the TikTok app ranked first among free application downloads on app stores in Thailand and other countries. TikTok has been downloaded more than 130 million times in the United States and has reached 2 billion downloads worldwide, according to data from mobile research firm Sensor Tower (those numbers exclude Android users in China). In the United States, Jimmy Fallon, Tony Hawk, and other celebrities began using the app in 2018. Other celebrities like Jennifer Lopez, Jessica Alba, Will Smith, and Justin Bieber joined TikTok. In January 2019, TikTok allowed creators to embed merchandise sale links into their videos. On 3 September 2019, TikTok and the US National Football League (NFL) announced a multi-year partnership. The agreement came just two days before the NFL's 100th season kick-off at Soldier Field in Chicago where TikTok hosted activities for fans in honor of the deal. The partnership entails the launch of an official NFL TikTok account, which is to bring about new marketing opportunities such as sponsored videos and hashtag challenges. In July 2020, TikTok, excluding Douyin, reported close to 800 million monthly active users worldwide after less than four years of existence. In May 2021, TikTok appointed Shou Zi Chew as their new CEO who assumed the position from interim CEO Vanessa Pappas, following the resignation of Kevin A. Mayer on 27 August 2020. In September 2021, TikTok reported that it had reached 1 billion users. In 2021, TikTok earned $4 billion in advertising revenue. In October 2022, TikTok was reported to be planning an expansion into the e-commerce market in the US, following the launch of TikTok Shop in the United Kingdom. The company posted job listings for staff for a series of order fulfillment centers in the US and was reportedly planning to start the new live shopping business before the end of the year. The Financial Times reported that TikTok will launch a video gaming channel, but the report was denied in a statement to Digiday, with TikTok instead aiming to be a social hub for the gaming community. According to data from app analytics group Sensor Tower, advertising on TikTok in the US grew by 11% in March 2023, with companies including Pepsi, DoorDash, Amazon, and Apple among the top spenders. According to estimates from research group Insider Intelligence, TikTok is projected to generate $14.15 billion in revenue in 2023, up from $9.89 billion in 2022. In March 2024, The Wall Street Journal reported that TikTok's growth in the US had stagnated. ==== Plans to sell TikTok's US operations ==== Since at least 2020, following calls to ban TikTok in the country, the Committee on Foreign Investment in the United States (CFIUS) has been investigating the company's 2017 merger with Musical.ly but has not finalized any of its negotiations with TikTok, such as the Project Texas proposal, waiting instead for Congress to act. In January 2025, Chinese officials began preliminary talks about potentially selling TikTok's US operations to Elon Musk if the app faced an impending ban due to national security concerns. While Beijing preferred TikTok remain under ByteDance's control, the sale could happen through a competitive process or with US government involvement. One possibility involved Musk's platform, X, taking over TikTok's US business. The move came ahead of a Supreme Court case that upheld the constitutionality of a law that would force a sale or ban of TikTok in the US by 19 January 2025, due to national security concerns regarding its ties to China. Other potential buyers included Project Liberty's "The People's Bid For TikTok" consortium of Frank McCourt with Kevin O'Leary, Steven Mnuchin, MrBeast and Bobby Kotick, the seriousness of these potential buyers was unclear. The day before the impending ban, California-based conversational search engine company Perplexity AI submitted a bid for a merger with TikTok US. On 14 September 2025, the Wall Street Journal reported the US and China have reached the "framework of a deal" for the US operations of TikTok to be sold to a consortium of investors in the US including close Trump ally Larry Ellison of Oracle. The deal was completed by 22 January 2026, with a consortium of investors—including Oracle, Silver Lake, MGX, and others including the personal investment entity for Michael Dell—owning more than 80% of the new venture. ByteDance retained 19.9% ownership. Under the deal, the app would remain the same, and the algorithm would be adjusted over time to favor American topics for those users. === Expansion in other markets === TikTok was downloaded over 104 million times on Apple's App Store during the first half of 2018, according to data provided to CNBC by Sensor Tower. After merging with musical.ly in August, downloads increased and TikTok subsequently became the most downloaded app in the US in October 2018, which musical.ly had done once before. In February 2019, TikTok, together with Douyin, hit one billion downloads globally, excluding Android
Amália (LLM)
Amália is a Portuguese large language model (LLM) announced in November 2024 by the Portuguese Prime-Minister Luís Montenegro. Its final version is expected to be launched in 2026. It is being developed by Center for Responsible AI (Centro para a AI Responsável) and by the research centers of NOVA School of Science and Technology and Instituto Superior Técnico. == History == In 2024 it was announced that the Portuguese Agency for Administrative Modernization (Agência para a Modernização Administrativa) transpose this LLM to Portuguese Public Administration. According to Paulo Dimas (CEO of the Center for Responsible AI) the three fundamental points of this LLM project are the linguistic variant (European Portuguese), cultural representation and data protection. In April 2025 it was announced that Amália had entered beta phase with an improved version being expected to be launched in September 2025. The beta version released in September is available only to the Public Administration, but the website launched in October reiterates the final version will be an open model.
Version space learning
Version space learning is a logical approach to machine learning, specifically binary classification. Version space learning algorithms search a predefined space of hypotheses, viewed as a set of logical sentences. Formally, the hypothesis space is a disjunction H 1 ∨ H 2 ∨ . . . ∨ H n {\displaystyle H_{1}\lor H_{2}\lor ...\lor H_{n}} (i.e., one or more of hypotheses 1 through n are true). A version space learning algorithm is presented with examples, which it will use to restrict its hypothesis space; for each example x, the hypotheses that are inconsistent with x are removed from the space. This iterative refining of the hypothesis space is called the candidate elimination algorithm, the hypothesis space maintained inside the algorithm, its version space. == The version space algorithm == In settings where there is a generality-ordering on hypotheses, it is possible to represent the version space by two sets of hypotheses: (1) the most specific consistent hypotheses, and (2) the most general consistent hypotheses, where "consistent" indicates agreement with observed data. The most specific hypotheses (i.e., the specific boundary SB) cover the observed positive training examples, and as little of the remaining feature space as possible. These hypotheses, if reduced any further, exclude a positive training example, and hence become inconsistent. These minimal hypotheses essentially constitute a (pessimistic) claim that the true concept is defined just by the positive data already observed: Thus, if a novel (never-before-seen) data point is observed, it should be assumed to be negative. (I.e., if data has not previously been ruled in, then it's ruled out.) The most general hypotheses (i.e., the general boundary GB) cover the observed positive training examples, but also cover as much of the remaining feature space without including any negative training examples. These, if enlarged any further, include a negative training example, and hence become inconsistent. These maximal hypotheses essentially constitute a (optimistic) claim that the true concept is defined just by the negative data already observed: Thus, if a novel (never-before-seen) data point is observed, it should be assumed to be positive. (I.e., if data has not previously been ruled out, then it's ruled in.) Thus, during learning, the version space (which itself is a set – possibly infinite – containing all consistent hypotheses) can be represented by just its lower and upper bounds (maximally general and maximally specific hypothesis sets), and learning operations can be performed just on these representative sets. After learning, classification can be performed on unseen examples by testing the hypothesis learned by the algorithm. If the example is consistent with multiple hypotheses, a majority vote rule can be applied. == Historical background == The notion of version spaces was introduced by Mitchell in the early 1980s as a framework for understanding the basic problem of supervised learning within the context of solution search. Although the basic "candidate elimination" search method that accompanies the version space framework is not a popular learning algorithm, there are some practical implementations that have been developed (e.g., Sverdlik & Reynolds 1992, Hong & Tsang 1997, Dubois & Quafafou 2002). A major drawback of version space learning is its inability to deal with noise: any pair of inconsistent examples can cause the version space to collapse, i.e., become empty, so that classification becomes impossible. One solution of this problem is proposed by Dubois and Quafafou that proposed the Rough Version Space, where rough sets based approximations are used to learn certain and possible hypothesis in the presence of inconsistent data.
INDECT
INDECT is a research project in the area of intelligent security systems performed by several European universities since 2009 and funded by the European Union. The purpose of the project is to involve European scientists and researchers in the development of solutions to and tools for automatic threat detection through e.g. processing of CCTV camera data streams, standardization of video sequence quality for user applications, threat detection in computer networks as well as data and privacy protection. The area of research, applied methods, and techniques are described in the public deliverables which are available to the public on the project's website. Practically, all information related to the research is public. Only documents that comprise information related to financial data or information that could negatively influence the competitiveness and law enforcement capabilities of parties involved in the project are not published. This follows regulations and practices applied in EU research projects. == Application and target users == The main end-user of INDECT solutions are police forces and security services. The principle of operation of the project is detecting threats and identifying sources of threats, without monitoring and searching for particular citizens or groups of citizens. Then, the system operator (i.e. police officer) decides whether an intervention of services responsible for public security are required or not. Further investigation eventually leading to persons related to threats is performed, preserving the presumption of innocence, based on existing procedures already used by police services and prosecutors. As it can be found in the project deliverables, INDECT does not involve storage of personal data (such as names, addresses, identity document numbers, etc.). A similar, behavior-based surveillance program was SAMURAI (Suspicious and Abnormal behavior Monitoring Using a netwoRk of cAmeras & sensors for sItuation awareness enhancement). == Expected results == The main expected results of the INDECT project are: Trial of intelligent analysis of video and audio data for threat detection in urban environments Creation of tools and technology for privacy and data protection during storage and transmission of information using quantum cryptography and new methods of digital watermarking Performing computer-aided detection of threats and targeted crimes in Internet resources with privacy-protecting solutions Construction of a search engine for rapid semantic search based on watermarking of content related to child pornography and human organ trafficking Implementation of a distributed computer system that is capable of effective intelligent processing == Controversy == Some media and other sources accuse INDECT of privacy abuse, collecting personal data, and keeping information from the public. Consequently, these issues have been commented and discussed by some Members of the European Parliament. As seen in the project's documentation, INDECT does not involve mobile phone tracking or call interception. The rumors about testing INDECT during 2012 UEFA European Football Championship also turned out to be false. The mid-term review of the Seventh Framework Programme to the European Parliament strongly urges the European Commission to immediately make all documents available and to define a clear and strict mandate for the research goal, the application, and the end users of INDECT, and stresses a thorough investigation of the possible impact on fundamental rights. Nevertheless, according to Mr. Paweł Kowal, MEP, the project had the ethical review on 15 March 2011 in Brussels with the participation of ethics experts from Austria, France, Netherlands, Germany and Great Britain.
Algorithm selection
Algorithm selection (sometimes also called per-instance algorithm selection or offline algorithm selection) is a meta-algorithmic technique to choose an algorithm from a portfolio on an instance-by-instance basis. It is motivated by the observation that on many practical problems, different algorithms have different performance characteristics. That is, while one algorithm performs well in some scenarios, it performs poorly in others and vice versa for another algorithm. If we can identify when to use which algorithm, we can optimize for each scenario and improve overall performance. This is what algorithm selection aims to do. So, the goal is to select a well-performing SAT solver for each individual instance. Competition-winning systems in SAT are SATzilla, 3S and CSHC === Machine learning === In machine learning, algorithm selection is better known as meta-learning. The portfolio of algorithms consists of machine learning algorithms (e.g., Random Forest, SVM, DNN), the instances are data sets and the cost metric is for example the error rate. So, the goal is to predict which machine learning algorithm will have a small error on each data set. == Instance features == The algorithm selection problem is mainly solved with machine learning techniques. By representing the problem instances by numerical features f {\displaystyle f} , algorithm selection can be seen as a multi-class classification problem by learning a mapping f i ↦ A {\displaystyle f_{i}\mapsto {\mathcal {A}}} for a given instance i {\displaystyle i} . Instance features are numerical representations of instances. For example, we can count the number of variables, clauses, average clause length for Boolean formulas, or number of samples, features, class balance for ML data sets to get an impression about their characteristics. === Static vs. probing features === We distinguish between two kinds of features: Static features are in most cases some counts and statistics (e.g., clauses-to-variables ratio in SAT). These features ranges from very cheap features (e.g. number of variables) to very complex features (e.g., statistics about variable-clause graphs). Probing features (sometimes also called landmarking features) are computed by running some analysis of algorithm behavior on an instance (e.g., accuracy of a cheap decision tree algorithm on an ML data set, or running for a short time a stochastic local search solver on a Boolean formula). These feature often cost more than simple static features. === Feature costs === Depending on the used performance metric m {\displaystyle m} , feature computation can be associated with costs. For example, if we use running time as performance metric, we include the time to compute our instance features into the performance of an algorithm selection system. SAT solving is a concrete example, where such feature costs cannot be neglected, since instance features for CNF formulas can be either very cheap (e.g., to get the number of variables can be done in constant time for CNFs in the DIMACs format) or very expensive (e.g., graph features which can cost tens or hundreds of seconds). It is important to take the overhead of feature computation into account in practice in such scenarios; otherwise a misleading impression of the performance of the algorithm selection approach is created. For example, if the decision which algorithm to choose can be made with perfect accuracy, but the features are the running time of the portfolio algorithms, there is no benefit to the portfolio approach. So, the training consists of identifying the homogeneous clusters via an unsupervised clustering approach and associating an algorithm with each cluster. A new instance is assigned to a cluster and the associated algorithm selected. A more modern approach is cost-sensitive hierarchical clustering using supervised learning to identify the homogeneous instance subsets. === Pairwise cost-sensitive classification approach === A common approach for multi-class classification is to learn pairwise models between every pair of classes (here algorithms) and choose the class that was predicted most often by the pairwise models. We can weight the instances of the pairwise prediction problem by the performance difference between the two algorithms. This is motivated by the fact that we care most about getting predictions with large differences correct, but the penalty for an incorrect prediction is small if there is almost no performance difference. In some application, the computation of instance features is associated with a cost. For example, if the cost metric is running time, we have also to consider the time to compute the instance features. In such cases, the cost to compute features should not be larger than the performance gain through algorithm selection. == Application domains == Algorithm selection is not limited to single domains but can be applied to any kind of algorithm if the above requirements are satisfied. This is useful as a hyper-heuristic. In contrast, offline algorithm selection selects an algorithm for a given instance only once and before the solving process. === Computation of schedules === An extension of algorithm selection is the per-instance algorithm scheduling problem, in which we do not select only one solver, but we select a time budget for each algorithm
Visual temporal attention
Visual temporal attention is a special case of visual attention that involves directing attention to specific instant of time. Similar to its spatial counterpart visual spatial attention, these attention modules have been widely implemented in video analytics in computer vision to provide enhanced performance and human interpretable explanation of deep learning models. As visual spatial attention mechanism allows human and/or computer vision systems to focus more on semantically more substantial regions in space, visual temporal attention modules enable machine learning algorithms to emphasize more on critical video frames in video analytics tasks, such as human action recognition. In convolutional neural network-based systems, the prioritization introduced by the attention mechanism is regularly implemented as a linear weighting layer with parameters determined by labeled training data. == Application in Action Recognition == Recent video segmentation algorithms often exploits both spatial and temporal attention mechanisms. Research in human action recognition has accelerated significantly since the introduction of powerful tools such as Convolutional Neural Networks (CNNs). However, effective methods for incorporation of temporal information into CNNs are still being actively explored. Motivated by the popular recurrent attention models in natural language processing, the Attention-aware Temporal Weighted CNN (ATW CNN) is proposed in videos, which embeds a visual attention model into a temporal weighted multi-stream CNN. This attention model is implemented as temporal weighting and it effectively boosts the recognition performance of video representations. Besides, each stream in the proposed ATW CNN framework is capable of end-to-end training, with both network parameters and temporal weights optimized by stochastic gradient descent (SGD) with back-propagation. Experimental results show that the ATW CNN attention mechanism contributes substantially to the performance gains with the more discriminative snippets by focusing on more relevant video segments. == Literature == Seibold VC, Balke J and Rolke B (2023): Temporal attention.
